How do I take down wallpaper off of old plaster and keep the plaster in good condition?

The wallpaper, which is very old, has been painted. The plaster is probably at least 50 years old, possibly 100.
Would steaming do the trick?
Anyone have any thoughts? Much appreciated!

I’m re decorating my room in a few weeks. At the moment it is cream walls with a navy blue and dark red wallpaper border.
How can I remove the border without damaging the cream wallpaper underneath??
Please help! By the way, we can’t just paint over the border because it’s too dark.
