How do I repair a painted wall with visible old wallpaper underneath?

I had wallpaper in my room a couple years ago but couldn’t get all of it off. I even tried some kind of tool that created a hundreds of little scrapes in the wall which is very visible. I decided to just paint over with a dark color but it still shows in the light. How do I repair this? I do not mind painting over the room again. Do I have to use a certain thicker primer?

    Too late now, you already painted it. Most wallpaper glue is water based, you can soak the wall to get it to come loose.

    The only option, I think, would be to spray a texture over the wall and then paint that.

    well when my brother punched a hole in the wall, i just put a plain peace of white paper over it, stapled it to the wall, then painted over it. it worked out great no one even notices it. maybe that’ll work
