Your ok just after you remove lining paper get some 120 grit sand paper and knock down the roughness on the plaster. Now since you have plaster there has got to be some cracks iam going to tell you how to fix that now iam going by my version of historical homes in Mobile, Alabama, New Orleans La, Chareston South Carolina that i have worked on. Get some 45 year old daps caulking and a caulk gun and fill and wipe these areas smooth wait one day than do the same where caulking has sunk. Than buy the best if you can interior – exterior undercoater from Sherwin Williams are some place else now Sherwin Williams does own nearly all paints even Wal-Mart paint but they never changed the label, but this undercoater iam telling you about cost around $27.00 a gallon room size 10×10 8ft walls raw plaster one coat # 1 gallon. By the way thats all you have to put is one coat if you wish theres a product named kitz at Wal-Mart that runs $10.00 just cut in and roll and yes to your question on the primer first it does make a differents over time so to keep from having a repaint put the undercoater first. Now both products or oil so by some thinner around $3.00 per gallon if you do not complete in the first day just sit you roller set up and brush in water to keep from getting hard next time you go to complete the job shake it out and go again. Than sand lightly after drying once more and put your finish coat on depending on the color on coverage.

If u want to paint straight onto the plaster u must size it first,u can buy size or wallpaper paste will also do,all this does is ensure that the paint adheres to the plaster and leaves no dry bits………..
put it on thinly and allow to dry…..

It depends on how good condition the plaster is. If its in really good condition you shouldn’t need to use a lining paper as this is mainly used to cover up those ugly holes and bumps as a time saving alternative to filling. We painted straight onto plaster in our living room and it looks fine. The lining paper used by previous owners in our bedroom actually went a bit bubbly and funny when we painted it.
