I would think somewhere like Home Depot or Lowes. I hate wallpaper!! There is also this chemical you can buy at WalMart called Def I believe you poke holes in the wallpaper then spray this stuff on to pull it off…just an idea!!!
Hardware store, paint store, rental store. By the way if there is paint over the wallpaper, you will have to scrape off a lot of the paint before using the steamer so the steam can soak into the wallpaper.
And if it is actually a plasticized wallpaper. You will have to find some other method. Check with where you rent the steamer.

Save your money use a spray bottle with warm water due small sections at a time. Works great I have been doing this system for 18 years.

you can try home depot, alot of home depots rent out tools. LOwes might too.
