i am a painting contractor and have painted over wallpaper many times , here is how…first use a primer that has good bonding abilities , this will usually be an oil primer like kilz , i personally use alchol based primer x-i-m or mad dog are my two faverorites.apply a very thin coat of the primer and let it dry for 24 hrs..then apply your topcoat…the alchol/oil in the primer will keep moisture from getting to the wallpaper and you will not get any bubbling…it all boils down to the quality of the primer.
Don’t paint over wallpaper. If you must, use anything oil-based. I hear the best one is by Benjamin Moore. Takes 4 days to try and it’ll give you serious headaches without proper ventilation. The worst is Kilz. A good intermediate is Behr.
Very risky venture you are undertaking. Even the sealer itself could cause pods or bubbles to form. While it is a royal pita, I would recommend biting the bullet and scraping the wallpaper off completely. Then, hire someone to redo your plastering for you (or, invest some ample time to sand your walls).
Wish I could tell you different, but we suffered the same fate.
you don’t have to seal, but its best to prime, especially if the wallpaper has a strong color or design. If the wallpaper is shiney I wouldn’t recommend painting over it.
Take the wall paper down. You will have a nicer paint job. One easy way to remove it is to get a wall paper scorer and then spray with a mixer of fabric softener and water. Really wet it down and it should just peel off.
Kilz brand is the best that i have found to stop any bleed throw. Try putting two heave coats so that the seams want show through. If you do not like the smell. Kilz makes a water base that is best for inclosed rooms. But with any oil base make sure you have good ventalation

I lived in an 125 year old house for 20 years,I can’t tell you how many times I painted over that wallpaper.
The wallpaper was the paper kind though. Myself,I would try painting over any kind unless I had plenty of time to remove it.
Did it bubble..It sure did! But when it dried it was smooth again.
Oh, by the way, I didn’t use any kind of sealer..just Latex paint. It looked great every time!
